City-State Groundwater Working Group

July 19, 2005 Andrew Gottlieb has scheduled a meeting of this committee for July 26 at his office. He plans to look for commitments toward actions rather than just reports. It’s unclear exactly who will attend, but one commitment is from Dan Grabauskas to be there.
August 23, 2005 Andrew Gottlieb and Jim Hunt convened a meeting of the committee that included representatives of the MBTA, the MTA, DCR, BRA, BWSC, and BGwT, Reps. Rushing and Walz and an aide to Sen. Wilkerson, as well as public attendees from CWRA and Citywide GET. There was a commitment that this would be a true working group with assigned tasks to be completed by the next meeting in September.
October 11, 2005 The Memorandum of Understanding formally established the City-State Groundwater Working Group which will meet at least quarterly to share information and coordinate efforts on the groundwater problem. The group, chaired by Jim Hunt and Andrew Gottlieb, will have its first formal meeting on Oct. 28. It succeeds the informal group that has met twice under their chairmanship. Already, there is a significant increase in information sharing among the agencies.
November 17, 2005 The Working Group had its first formal meeting on Oct. 28. In what will be the standard pattern for the group, I gave a presentation on what our latest readings were indicating. I also highlighted those areas that are showing the lowest groundwater readings, as well as those showing significant changes. The different agencies went through highlights of their current plans, as described below. The Working Group laid out its quarterly meeting schedule for the next year, with the next meeting set for Jan. 12.
January 11, 2006 The Working Group will meet again tomorrow. We will again lead off the agenda with an update on current conditions. Other agenda items include updates from BWSC on its capital planning, from the MBTA on plans for the St. Charles Street area and on its capital improvement plan groundwater expenditure, from DCR on the Storrow Drive underpass, from the MTA on apparent problem areas in East Boston, the North End, and along Herald Street, and from the BRA about the Groundwater Conservation Overlay District zoning.
February 15, 2006 The Working Group met on Jan. 12. The group continues to exchange information, with all parties sending high level staff. The Commissioner of DCR addressed the group about the Storrow Drive project. Details from the agencies are listed below.
March 22, 2006 The Working Group will meet again on April 13. Information continues to be exchanged between meetings.
April 27, 2006 The Working Group met on April 13. The attendance remains excellent, with all parties engaged in open and serious discussion of the issues. Specific agency reports are included below.
February 15, 2007 Ian Bowles, the new Secretary of Energy and Environmental Affairs, attended the January meeting of the Working Group and expressed the new administration’s support for the group. Last week, Jim Hunt, Nancy Grilks, and I met with Phil Griffiths, the new undersecretary, who will be cochairing the Working Group to update him on how it has been working.
March 22, 2007 The Technical Advisory Committee to the Working Group will be meeting twice in the near future. One meeting will be to evaluate the potential recharge systems to be installed as part of the Storrow Drive reconstruction project and the other to review and advise on alternate proposals for increasing groundwater levels in the South End near Back bay Station. These meetings showcase additional ways in which this City-State collaboration has been critical in addressing the groundwater problem.
April 23, 2007 The Working Group will be meeting again on Thursday. The Technical Advisory Committee of the Working Group has been meeting to advise on the St. Charles Street and Storrow Drive projects.
May 14, 2007 The Working Group met again on April 26. Attendance remains excellent, with all groups showing continued cooperation.
June 21, 2007 The Working Group will be meeting again on July 26.
August 2, 2007 The Working Group met again on July 26. Attendance continues to be excellent. Details of the reports are under the agencies below.
October 25, 2007 The Working Group met this afternoon. Attendance and cooperation remain excellent. Specific information from each agency is below.
November 29, 2007 The Working Group is scheduled to meet again on January 24.
December 20, 2007 The Working Group is scheduled to meet again on January 24.
January 31, 2008 The Working Group met on January 24. The level of cooperation and information interchange remains high. Individual reports are summarized under the agencies below.
April 29, 2008 The group met again this month. Although attendance was somewhat less than usual, cooperation remains excellent, with all parties sharing information and efforts. Details are included under the individual agency reports.
July 31, 2008 The group met again last week. Attendance and cooperation remain exemplary. Details are reported under each entity below.
October 27, 2008 The group met again last week. As always, attendance was excellent as was the information exchange. Details from individual agencies are below.
